I have a query. Is it only a dysfunctional entity when it is in your favor?
As I see it the newly elected Panel for Education (sans Patrick) is no better than the "evil" (as you label it) old Board of Education.

It is what Bloomberg wanted, a rubber stamp for his and Joel Klein's "chikdren last" policies.
My husband constantly asks me why I continue to fight, it is not like anyone in Tweed is listening.
I told him I gave up years ago this time I am not going without at least trying to make a difference.
